Can the panels be swapped around, so that the sliding door is on the right side, instead of the left?

Regarding your inquiry about the PET78 model panel, the pre-drilled holes and panel slots are custom-designed to fit the original layout, so this sliding door cannot be swapped to the right side right out of the box.
However, if you are handy and would like to modify it yourself, it is technically possible to reposition the panels and re-drill screw holes to achieve the change. Please be sure to maintain structural stability to ensure your pet's safety.

From the ground to the bottom of the window is 29". Will the medium catio work for going from inside to outside through the window?

This means the catio can be seamlessly connected to your window, allowing your cat to go in and out freely without any issues.
